COA Field Requirements: What to Demand and What to Ignore #

When you receive a COA from a Chinese filter media supplier, the first thing to check is not efficiency rating — it is whether the document contains lot-specific test data or just retyped specification limits. The majority of COAs we see from Tier 2 and Tier 3 Chinese suppliers list only the material’s nominal spec values, not the actual measured results from that production batch. That is not a COA. That is a product datasheet with a lot number printed on it.

The fields that must appear on a conforming COA for dust and air filtration media:

  • Air permeability — measured value in L/m²/s at a defined differential pressure (typically 200 Pa), not just a nominal range
  • Basis weight (GSM) — actual measured value ± tolerance, not the target alone
  • Thickness — measured under defined load (typically 2 kPa per ISO Standards ISO 9073-2)
  • Tensile strength — machine direction (MD) and cross direction (CD) in N/5cm per ASTM International ASTM D5035
  • Burst strength — measured value in kPa
  • Filtration efficiency — test particle size, test dust, face velocity, and achieved efficiency % must all be stated together; efficiency without test conditions is meaningless

Lot number, production date, roll or batch identifier, and the name of the test instrument or lab should all appear. If any of these are missing, send the document back. Do not accept a revised version that simply adds those fields with the same data — request a re-test.

Air Permeability and Basis Weight: The Two Parameters That Predict Lot Consistency #

Air permeability, by contrast, is a direct measurement of the base media’s pore structure, and it is sensitive to any deviation in fiber weight, needling density, or calendering pressure during production. A supplier who can hold air permeability within ±10% across six consecutive lots has consistent process control. A supplier who cannot is substituting raw materials, changing needle loom settings between runs, or both.

These thresholds are what we use in our incoming inspection protocol. They are not arbitrary — they are derived from the tolerance sensitivity of pulse-jet cleaning systems, where a 15% shift in media permeability changes the pressure drop profile enough to alter cleaning cycle frequency and accelerate bag wear.

Most buyers over-specify efficiency — demanding 99.9% on a datasheet — and under-specify the tolerance bands that govern whether the material performing at 99.9% in the lab will perform the same way six months into production.

When evaluating Chinese suppliers for this material category, we always request three consecutive batch COAs before recommending qualification. Not the three best batches — three consecutive batches, in chronological order. If a supplier hesitates or provides batches that are months apart, that tells you something about their production frequency and their confidence in their own consistency data.

Incoming Inspection Protocol: Pass/Fail Thresholds and Red Flag Criteria #

Incoming inspection for filter media is not optional if you are sourcing from China at production volume. The question is not whether to test — it is what to test and when to stop testing and escalate.

For a standard needle felt or PTFE membrane filter media, our incoming inspection sequence runs as follows:

Step 1 — Visual and dimensional check. Every roll. Check roll width against specification (tolerance: ±5 mm), surface uniformity (no visible pinholes, scorching, or calendering lines), and edge finish quality. Reject rate at this step should be under 2% for a qualified supplier. If you are seeing 5% or above on visual alone, do not proceed — this is a process control failure at the supplier’s end.

Step 2 — Air permeability spot test. Minimum 3 samples per roll, taken at start, middle, and end positions. The within-roll permeability range should not exceed 8%. If it does, the entire lot requires extended sampling at 10% roll count before release.

Step 3 — Basis weight verification. Cut specimens per ISO Standards ISO 9073-1 at 100 cm² minimum specimen area. Weigh on a calibrated balance (0.001 g resolution minimum). Deviation from COA stated value of more than ±5% is a hold trigger.

Step 4 — Tensile strength spot check. One roll per lot minimum. Both MD and CD. Compare to COA values. A result more than 10% below the COA figure is a reject — not a deviation to be noted and accepted.

For PTFE membrane media specifically, add a membrane adhesion test: peel test at 90° per ASTM D903 with a minimum acceptable peel force of 3.5 N/cm. Membrane delamination at incoming is the primary failure mode we see in PTFE-laminated bags, and it is almost never caught by visual inspection alone.

The red flags that should trigger supplier escalation — not just batch rejection:

  • Two consecutive lots with permeability deviation >10% — this indicates a raw material or process change, not a single production event
  • COA values that do not change across three or more batches — identical numbers across different production dates means the supplier is filling in specification limits, not measuring actual results
  • Tensile strength CD consistently at the lower spec limit — Chinese needle felt producers sometimes sacrifice CD strength to improve productivity; it shows up as premature bag failure under pulse-jet cleaning loads
  • PTFE content claims without a third-party verification report — PTFE is expensive; adulteration with cheaper fluoropolymer or PTFE-blend coatings is a known issue in the Chinese market

In our qualification program, we have seen suppliers pass initial sample approval with excellent data and then deliver substandard material at production volume. The trigger is almost always a raw material substitution at the compounder or fiber supplier level — something that a standard COA will not catch without incoming permeability and basis weight spot-testing on every lot.

Regulatory Compliance Documentation: What Chinese Suppliers Can and Cannot Provide #

Most Western buyers do not realize that the GB/T standards governing filter media in China allow wider permeability and efficiency tolerances than EN 1822 or equivalent ISO Standards ISO 16890 classifications. A Chinese supplier can truthfully state their product is “GB/T compliant” and still not meet the tighter dimensional and efficiency bands required by European or North American engineering drawings. This is not fraud — it is a standards gap that procurement teams consistently underestimate.

If your application is subject to OSHA Standards silica dust regulation or EU RoHS Directive substance restrictions, you need explicit third-party test reports — not supplier self-declarations. Chinese suppliers are generally capable of obtaining OSHA-relevant efficiency certifications, but you need to specify the test standard, the challenge particle, and the face velocity in your RFQ, or you will receive a test report that is technically valid but practically meaningless for your application.

For buyers in explosive dust environments, ATEX certification is non-negotiable and cannot be substituted with a supplier’s antistatic test report. We have seen this attempted. Reject it.

For industrial filtration applications with food or pharmaceutical process air contact, cross-reference with FDA Guidelines CFR 21 for material contact compliance, and request a written material composition declaration — not just a CE mark or a GB/T test report. The English technical content available for filter media from Chinese suppliers is almost entirely absent at this compliance depth. That gap is precisely why specification errors occur at the qualification stage, not at the incoming inspection stage where they are more expensive to catch.

Buyers sourcing industrial filtration equipment and media for regulated applications should structure their supplier audit to include a documentation review of at least 12 months of production test records — not just the last three batches submitted for approval. Ask specifically whether the supplier conducts in-process testing or only end-of-line testing. End-of-line-only testing means defects are found after production, not prevented during it.

Practical Guidance for Buyers #

When sourcing dust and air filtration media from China, the first specification to request from a supplier is not efficiency rating — it is air permeability with lot-specific measured values across a minimum of three consecutive production batches. Most buyers lead with efficiency because that is the number on the datasheet. Air permeability is the parameter that actually tells you whether the supplier has process control.

The most common sourcing mistake we see is accepting a COA that lists specification limits rather than measured values, then discovering at incoming inspection — or worse, in production — that the actual material is at the edge of tolerance or outside it. A batch of needle felt media with basis weight 8% below nominal will show accelerated pressure drop buildup and shortened service life. That consequence does not appear in the datasheet. It appears six months into a production run.

Before committing to volume order, require a third-party air permeability test report from an independent lab — not from the supplier’s internal QC department.
