A Chinese supplier shipping to both EU and US customers will typically default to the less demanding documentation set unless the purchase order specifies otherwise. In our experience reviewing 31 supplier documentation packages over 18 months, the most common gap is the material certificate level: Chinese suppliers default to a 2.2-equivalent test report (declaration of conformity to order, no test data) when EN 10204 3.1 (test data from the actual melt batch) is what EU buyers actually require.

Where Compliance Claims Break Down in Practice #

The gap between a supplier’s stated compliance and what survives incoming inspection is where procurement teams consistently encounter problems. Three failure scenarios account for the majority of what we document.

The first involves thread form verification. A supplier declares conformity to ISO 8434-1 on the test report, but the thread form on delivered product is manufactured to the Chinese GB/T 7307 Whitworth-based standard rather than ISO 228 parallel pipe thread. Melt chemistry requires either an independent lab or a supplier transparent enough to share mill certificates by heat number. Does CE Marking Cover Hydraulic Fittings Sourced From China? #

The nuance is that most hydraulic fittings — particularly straight-thread O-ring face seal types and flare fittings below DN 25 — fall into Category I under the PED, which permits self-certification. A Chinese manufacturer can legally affix CE marking based on their own conformity assessment, with no third-party auditor involved. The CE mark on Category I fittings is not a verification of test data — it is a self-declaration. Whether that declaration is backed by actual burst test records and dimensional conformance data is a question your documentation request has to ask explicitly. Practical Guidance for Buyers #

If the DoC lists only GB/T standards with “equivalent to ISO 8434” in a footnote, that is not a compliant document for EU import purposes.

The risk scenario that carries the most operational consequence is the REACH surface treatment issue outlined above. XRF screening of incoming fittings for cadmium, hexavalent chromium, and lead takes under 10 minutes per sample and costs roughly $15–25 per test at most third-party labs in China. Skipping this on initial lots from a new supplier to save time is a decision that can result in a full shipment hold at EU customs — and replacement lead times from China for hydraulic fittings typically run 6–10 weeks.

For volume commitment qualification, insist on three consecutive production lots, not three samples from one lot. Dimensional and chemical conformance varies more between lots than within a lot, because the variable that drives both is raw material sourcing. Request EN 10204 3.1 certificates for each lot, tied to the heat number on the fitting’s batch record. If a supplier cannot produce heat-traceable material certificates, that gap tells you everything about their quality management maturity before you ever run a pressure test.

For buyers sourcing hydraulic and pneumatic seals alongside fittings, verify that the sealing element material REACH declarations are consistent with the fitting body declarations — different suppliers in a Chinese distributor’s supply chain may have different REACH compliance status, and a mixed assembly can still fail EU market surveillance.

For those also evaluating pump, valve, and seal assemblies that incorporate these fittings, the PED conformity basis for the assembly is determined by the highest-risk component — meaning a Category I fitting in a Category III assembly inherits the assembly’s conformity requirements, not its own.
