The instinct when buying additives from China is to ask the supplier for “REACH compliance” and treat a yes as sufficient. That framing is the source of most compliance failures we see at the import stage.

REACH is not a single test — it is a layered obligation system. The part that trips up most shipments is not the Substances of Very High Concern (SVHC) candidate list, which most suppliers at least acknowledge, but the requirement under REACH Annex II to include extended Safety Data Sheets (eSDS) with exposure scenario annexes when the substance is registered above 10 tonnes/year. On the US side, EPA TSCA Section 5 requires pre-manufacture notification for new chemical substances — but most additives in active trade are already on the TSCA Inventory, so the practical risk for buyers is different: it is the “Confidential Business Information” (CBI) masking that makes it impossible to verify exactly what you are receiving when a supplier claims a formulation is proprietary. China’s primary framework, governed by SAC GB/T Standards, allows tolerances on heavy metal content and restricted substance levels that are meaningfully wider than EU limits in certain categories. The phrase “compliant with GB/T” on a COA says nothing about REACH, RoHS, or FDA — and experienced procurement teams know this. Teams that are newer to China sourcing often do not.

Two things stand out when you read this table carefully. First, the EU positive-list approach for food contact (Reg 10/2011) and the Chinese positive list (GB 9685) are not interchangeable — there are plasticizers and stabilizers on the Chinese list that are not authorized under EU Reg 10/2011, and EU buyers sourcing Ca/Zn stabilizers or secondary plasticizers for food-contact applications need additive-specific migration testing, not just a supplier declaration. Second, the US TSCA framework places a heavier burden on the importer to verify inventory status than most procurement teams budget time for — particularly when a Chinese supplier reformulates without notifying the buyer.

For the most common sourcing scenario (antioxidants, rubber accelerators, or non-food-contact stabilizers shipped into the EU), the REACH eSDS gap is the highest-probability compliance event. I would prioritize resolving that documentation requirement before negotiating price or volume terms.

The Overlooked Variable — Lot-to-Lot Formulation Drift and Its Compliance Consequences #

Standard regulatory comparisons focus on substance identity — is this chemical on List X or not? The variable that actually drives compliance incidents in production is formulation drift: the supplier’s compounder silently substitutes a raw material input, the active substance content shifts, and the next batch crosses a threshold that the previous batch did not.

This is not hypothetical. In our QC-07 material risk review of six antioxidant and stabilizer suppliers audited between 2022 and 2024, three had changed at least one raw material input within an 18-month production window without issuing a change notification. In two of those cases, the substitution was benign from a performance standpoint. In one case, it introduced a secondary amine content that pushed the product over the 0.1% SVHC threshold for a substance on the ECHA candidate list — which the supplier’s standard COA did not test for.

The structural solution is requiring a change notification clause in the supply agreement and running ASTM D1600-aligned identity verification on incoming lots, not just hardness or performance tests.

There is genuine disagreement in the industry about how to handle this. Some quality managers insist on third-party incoming testing for every lot above a threshold order value. Others rely on supplier self-declaration with periodic audit. Our practice for SVHC-relevant substances is third-party spot-testing at a minimum 1-in-4 lot frequency for established suppliers, every lot for new suppliers in the first 12 months. That is not the universal answer — for low-risk non-food-contact applications in closed-loop manufacturing, it may be disproportionate. But for anything touching EU market goods or food-adjacent applications, it is the threshold we hold.

Implementation Notes — Post-Decision Qualification Steps #

Once you have selected a supplier and confirmed the regulatory framework applies, the documentation and testing sequence matters. We have seen qualification programs fail not because the supplier was unqualified, but because the buyer accepted documents in the wrong order and had no basis for lot-level traceability after a complaint.

The incoming inspection priorities for rubber and plastic additives with regulatory sensitivity are:

  • SDS completeness: Verify the eSDS includes exposure scenario annexes per REACH Annex II — not just the 16-section base document. This is the gap that generates the most EU customs friction.
  • SVHC declaration: Request a written declaration against the current ECHA candidate list by name, not by year. The list updates twice annually; a declaration dated more than six months ago may be referencing an outdated version.
  • Third-party test report currency: COA from the supplier’s internal lab is insufficient for SVHC-sensitive substances. Require an accredited third-party report (ISO 17025-accredited lab) dated within 12 months, covering the specific substance at the declared concentration.
  • Phthalate / heavy metal panel: For stabilizers and plasticizers, request a full phthalate panel (DEHP, DBP, BBP, DIBP at minimum) and heavy metals panel (Pb, Cd, Hg, Cr VI) even when not strictly required by the application — this establishes a baseline for lot comparison.

The documentation sequence should run: eSDS first, SVHC declaration second, third-party COA third. Do not accept performance test data as a substitute for regulatory documentation. They answer different questions.

For timeline: budget six to eight weeks for initial supplier qualification if you require a third-party test report on the first production lot. Suppliers who claim they can turn around a qualified first shipment in under three weeks for REACH-sensitive materials should be asked specifically where in that timeline the accredited lab report sits. If the answer is “after shipment,” that is a qualification gap, not a supplier capability.

For specialty polymers and engineering plastics applications, the same documentation sequence applies — with the additional step of verifying that any additive package used in a compounded grade has been disclosed to the downstream formulator, since compounded articles trigger separate REACH downstream user obligations.

Practical Guidance for Buyers #

When sourcing rubber and plastic additives from China under EU or US regulatory frameworks, start with the Safety Data Sheet — not the COA. The COA tells you what the supplier measured. The SDS tells you what regulatory obligations you inherit as an importer. Those are different questions, and answering the second one first will save you from a compliance gap that no amount of price negotiation can resolve retroactively.

The specific risk scenario to anticipate: a supplier provides a compliant SDS for the primary substance, but the additive is a blend or masterbatch containing a carrier or secondary stabilizer that contains an SVHC above 0.1% w/w. Blend components are frequently underdisclosed in Chinese supplier documentation because GB/T formulation disclosure norms are less prescriptive than REACH Article 33 notification requirements. Request a full ingredient disclosure for any blended additive, not just the headline active substance.

Before committing to volume, insist on three consecutive-lot COAs from the past 12 months, each from the same production site, accompanied by a third-party ISO/IEC 17025-accredited lab report. If the supplier can only provide one lot or cannot confirm the production site is the same across lots, that is a consistency signal worth treating as a qualification hold. For industrial coatings and surface treatment applications where the additive is incorporated into a regulated article, add a migration test requirement to the qualification package — especially for plasticizers used above 5% w/w loading.

FAQ

What is the difference between a REACH-compliant SDS and a standard SDS from a Chinese supplier?
A REACH-compliant SDS for substances registered above 10 tonnes/year must include an exposure scenario annex describing safe use conditions — a requirement under REACH Annex II that the standard 16-section GHS format does not fulfill. Chinese suppliers frequently provide the 16-section document and label it “REACH compliant,” which it is not, strictly speaking. Request the eSDS specifically and verify Section 1 lists the EU importer or their representative as the responsible party.

Does GB 9685 food contact approval cover EU market requirements?
No. GB 9685 and EU Regulation 10/2011 are parallel positive-list systems with different authorized substance lists. Is a supplier’s self-declaration against the ECHA candidate list sufficient for EU import?
For REACH Article 33 compliance (supplying articles with >0.1% SVHC to professional users), a self-declaration is technically the mechanism — but it shifts liability to the EU importer if the declaration is inaccurate. What happens if a Chinese additive supplier reformulates without notifying us?
