Interpreting this table for sourcing decisions: the cost gap between paper and PET is real, but the liability gap is larger. A non-conforming compliance label on a chemical drum that fails a GHS inspection carries corrective action costs that dwarf the label cost difference. I’d prioritize facestock specification before negotiating unit price — the wrong material at the right price is still the wrong decision.

Where Cost Overruns Actually Come From: Root Causes in the Supply Chain #

Lot-to-lot adhesive coat weight variation is the most common mechanism we see. A Chinese label converter typically purchases adhesive from a compounder, not a branded adhesive supplier. Every converter will give you a peel adhesion value on the COA. What that value means depends entirely on which substrate they tested against. If they tested on stainless steel and your application is HDPE or powder-coated metal, the quoted value is not comparable to your requirement. Ask for test reports on your actual substrate before accepting any sample approval.

The risk scenario worth planning for: a converter passes initial sample approval at 50,000 units, then delivers the first production volume lot with adhesive from a new compounder batch. Peel adhesion drops from 12 N/25mm to 6.5 N/25mm on your substrate — still within their internal spec, but below your engineering threshold of 8 N/25mm.
