TL;DR: The document gap that causes the most failed incoming inspections in this category is not a missing certificate — it’s a COA that reports viscosity and solids content but omits the cured-film parameters that actually govern performance.

TL;DR: Across 34 supplier qualification reviews conducted under our CAT-D documentation protocol, roughly two-thirds of Chinese specialty coating suppliers could not produce a complete regulatory dossier on first request — the median missing item count was 4 documents per supplier.

What Each Document Should Actually Contain — and What It Usually Doesn’t #

A COA for a specialty coating or release material is not a formality. It is the primary technical control between you and a production failure. The problem is that most COAs arriving from Chinese suppliers report what is easy to measure at the manufacturing stage — viscosity, pH, solids content, density — and skip the parameters that matter at application and end-use. For a silicone release coating, cured release force range, residual adhesion, and solvent extractables are the functionally critical values. For a UV topcoat, post-cure gloss level and rub cycle resistance belong on the COA alongside coating solids. If those values are absent, the document is incomplete by any reasonable engineering standard, regardless of what the supplier claims.

A TDS (Technical Data Sheet) serves a different function. It is a static reference document, not a lot-specific record. It should contain: application method and recommended coat weight range (typically 1.5–5.0 g/m² for silicone release, 3–8 g/m² for barrier coatings), substrate compatibility matrix, curing or drying conditions with specific temperature and dwell time, pot life, dilution limits, and storage conditions. When a TDS omits the substrate compatibility matrix or lists only one application method, that is a documentation gap, not a product limitation — and it is correctable by request.

The SDS (Safety Data Sheet, formerly MSDS) is the least ambiguous of the three. Under REACH Regulation (EU) and GHS-compliant SDS requirements globally, Sections 1 through 16 are mandatory. Section 3 (composition/ingredient information) and Section 8 (exposure controls/PPE) are the ones we check first. A Chinese supplier SDS that lists “proprietary coating blend” in Section 3 without further detail is not REACH-compliant and will not satisfy an EU customer’s supply chain documentation request.

Separate test reports — issued by a third-party lab or internally with stated method references — are distinct from COAs. A test report documents a specific test event: sample ID, test date, method, result, and lab name. When a supplier attaches a test report to a product listing without sample traceability, that document cannot be used for qualification purposes. It is evidence of capability, not evidence of lot conformance.

Head-to-Head: Certification Requirements Across the EU, US, China, and Japan #

The regulatory landscape for specialty coatings and release materials varies significantly depending on whether the material contacts food, is used indoors (VOC exposure), or is part of an exported finished good. The table below reflects what is functionally required for market entry or customer qualification, not just what suppliers typically volunteer.

Interpretation matters here. For a Chinese specialty coating supplier shipping release liners to a European label converter, the minimum documentation set is: REACH SVHC declaration, EU 10/2011 food contact compliance statement (if the liner touches food packaging), SDS in the local language of the destination country (GHS format), and a migration test report if any positive list substances are present in the formulation. A single-page COA and a Chinese-language SDS do not constitute an adequate documentation package for EU import. Suppliers often do not know this, and QC staff at the receiving end are the last gate before a compliance problem becomes a customer problem.

For US buyers, the documentation priority shifts. An FDA 21 CFR compliance letter from the supplier is the standard starting point for food-contact coatings, but the letter itself proves nothing without an underlying formulation review confirming all raw materials are listed or exempt. I’d prioritize getting the formulation disclosure (even under NDA) over any number of supplier-issued compliance letters.

For Japan-destined materials, the JHOSPA positive list framework is less familiar to Chinese suppliers than EU 10/2011, and the gap shows in supplier documentation. Expect to explain the requirement and allow 4–6 weeks for a supplier to compile a first-attempt dossier.

The Overlooked Variable: Document Version Control and What It Reveals #

Standard comparisons of supplier documentation focus on which certificates are present. The variable that rarely appears in evaluation matrices is version control — specifically, whether the TDS, SDS, and COA share consistent revision dates and whether any of them have been updated in the last 18 months.

A TDS dated 2019 paired with a COA dated this year is a flag. Either the formulation has not changed in five years (possible for stable silicone release systems), or the TDS was never updated after a raw material substitution (more likely, based on what we see in incoming audits). Raw material substitutions at the Chinese compounder level are the primary mechanism through which a supplier’s documented specification drifts from actual production chemistry. The TDS does not change. The COA does not change. Only the performance changes — and you find out at incoming inspection or, worse, in production.

Our CAT-D documentation protocol includes a specific document version check: we request TDS, SDS, and COA from three consecutive lots and compare stated solids content, pH range, and viscosity specification windows. Discrepancies greater than ±5% in stated solids range between document versions, without an accompanying revision record, are treated as a Category B risk flag. Out of 34 qualification reviews in this category, 11 suppliers showed at least one unexplained document version discrepancy. Three of those were eventually traced to undisclosed raw material changes at the resin supplier level.

This risk is particularly acute for specialty coatings that use acrylic or polyurethane dispersion bases, where the resin supply chain in China is less consolidated than for silicone. A coating supplier may be buying resin from three different Chinese resin producers depending on price and availability. If those resins are not equivalent, the stated formulation performance window is wider than the TDS implies — and the only way to catch it is incoming testing, not document review.

Implementation Notes — After the Documentation Is Approved #

Approving a supplier documentation package is not the same as qualifying the supplier. Documentation approval is a prerequisite for starting qualification, not a substitute for it.

After the documentation set is accepted, the incoming inspection sequence for a specialty coating or release material should follow this logic: first verify the parameters that documentation approval cannot confirm, which means physical testing on received material against the approved TDS specification limits. For release coatings, that is cure response time, release force at stated line speed, and residual adhesion to a reference tape. For barrier coatings, it is OTR (oxygen transmission rate) at specified coat weight per ASTM F1927 or WVTR per ASTM E96. For UV coatings, it is gloss level at 60° (target ≥80 GU for high-gloss grades) and rub resistance via Sutherland or Taber method.

The minimum incoming qualification sequence we recommend before committing to volume orders:

  • Three consecutive production lots, not three samples from one lot
  • COA for each lot, with hardcopy and digital copy cross-referenced against the lot number on the packaging
  • Physical test results on each lot against TDS specification limits (not just supplier-stated values)
  • SDS and REACH declaration version-matched to the current TDS revision

The timeline implication: a thorough three-lot qualification takes 8–12 weeks from first sample receipt, assuming one lot per month. Buyers who compress this to a single-lot approval are accepting residual lot consistency risk that surfaces at scale. The difference sounds like scheduling inconvenience. At production volume, a missed lot consistency failure typically costs 3–5x the value of the incoming batch in downtime and rework.

For adhesives and UV surface treatments used in similar substrate contexts, the same document verification logic applies — and the same version control problem appears with similar frequency.

Practical Guidance for Buyers #

When sourcing specialty coating and release materials from China, do not start by requesting the certificate list. Start by requesting the TDS and SDS for the specific grade you are evaluating, and check two things immediately: whether the cured-film performance parameters appear (not just wet application properties), and whether the SDS is GHS-compliant with substance composition disclosed in Section 3. If either is missing, the rest of the documentation package is built on an incomplete foundation.

The specific risk scenario worth planning for: a supplier provides a food-contact compliance letter citing FDA 21 CFR 175.300, but the underlying formulation includes a photoinitiator or wetting agent that is not on the FDA positive list. The compliance letter is technically false. This scenario is not hypothetical — it appears in our Category B incident log for UV coatings on food packaging substrates, and the detection mechanism is always a formulation-level disclosure review, not a standard COA check.

Before committing to volume, insist on the following qualification gate: three consecutive lot COAs with cured-film parameters, plus one third-party migration test report (for food-contact applications) or one VOC content test per EPA Method 24 (for US industrial applications). Sample size minimum is 3 kg per lot for lab verification. This is non-negotiable in our qualification protocol, and it has caught specification drift in 11 out of 34 suppliers reviewed.

What’s the most common documentation gap when sourcing specialty coatings from China?

The missing item is almost always cured-film performance data on the COA — viscosity and pH are present, but post-application cure response and release force are absent. These are the values that actually determine whether the coating performs in your process.

Is a Chinese-language SDS acceptable for EU import?

No. Under REACH Regulation, the SDS must be provided in the official language(s) of the EU member state where the substance is placed on the market. A Chinese-language SDS satisfies GB requirements, not EU requirements.

Do I need a migration test report for every shipment of food-contact coating?

No — but you need one for initial qualification, and you need a new one if the supplier notifies you of a formulation change. Annual revalidation is standard practice for high-risk food-contact applications; biannual is acceptable for well-established, stable formulations with clean lot consistency records.

How do I request a corrected COA from a Chinese supplier without stalling the order?

Send a written specification gap notice citing the specific missing parameters (reference the TDS version and clause), and set a 5-business-day response window. Frame it as a document correction, not a quality rejection — most suppliers will comply faster if they understand it is a documentation issue rather than a product failure. If the supplier cannot produce cured-film data within that window, escalate to a hold on the incoming lot.

What if the TDS and SDS have different revision dates?

It depends on the gap. A TDS updated 6 months after the SDS, with no formulation change noted, is low risk. A TDS revised 2+ years before the SDS, or vice versa, with no change record, is a flag worth investigating before approving the documentation package. Ask for a formal change log — if the supplier cannot produce one, the version discrepancy is unresolvable by document review alone and physical lot testing becomes mandatory.
