What Goes Wrong Before the RFQ Even Gets Sent #

A flexible packaging line in Southeast Asia sourced a PA/PE co-extrusion film from a Guangdong supplier. The initial samples passed internal visual checks and basic seal tests. Four months later, at production volume, the oxygen transmission rate on incoming rolls was 3× higher than what the application required. The supplier had not changed anything — the buyer had never specified OTR in the first place. The RFQ said “12-micron nylon / 80-micron PE, food contact, vacuum packaging.” The supplier quoted exactly that, and delivered exactly that.

That situation is not unusual. It is the default outcome when buyers treat barrier film sourcing like commodity procurement. The film looked right, measured right dimensionally, and sealed on the existing equipment. The failure was in the gap between what was written in the inquiry and what the application actually needed.

The root cause, in almost every case we review under our MR-01 material request audit procedure, is the same: buyers specify construction (layer count, nominal thickness, substrate identity) without specifying function (barrier performance, seal strength at temperature, COF range for the running machine). Chinese suppliers will quote what you ask for. If you ask for a construction, you will receive a construction. If you want a performance, you have to ask for a performance.

The Parameters That Determine Whether a Supplier Can Actually Quote You #

Before writing a single line of your RFQ, you need a clear answer to six parameters. Suppliers who receive all six return a technically valid quote first time. Suppliers who receive two or three ask clarifying questions for two weeks, then quote something that may or may not match your need.

Barrier specification: OTR in cc/m²/day at 23°C/50% RH, and WVTR in g/m²/day at 38°C/90% RH. These are the two values that determine whether a film can do its job. Do not assume the supplier knows your application well enough to choose the right grade. For most food vacuum applications, an OTR below 30 cc/m²/day is the relevant threshold; for pharma blister backing or medical device pouches, you are typically below 5 cc/m²/day and need EVOH or foil laminate constructions. State the number, state the test condition, cite the method: ASTM F1927 for OTR and ASTM F1249 for WVTR are the two references Chinese suppliers with export experience will recognize immediately.

Seal performance: Minimum peel strength in N/15mm at your sealing temperature, dwell time, and pressure. If you run a VFFS machine at 140°C, say so. Seal strength tested per ASTM F88 at your actual parameters eliminates the ambiguity that causes most seal failures at incoming inspection.

Mechanical properties: Puncture resistance in N (ASTM F1306 conditions), tensile at break in MPa, and elongation range. For co-extrusion films running on automated equipment, COF (coefficient of friction) on both sides matters as much as puncture resistance. A film with a COF above 0.35 on the machine-facing surface will jam a horizontal form-fill-seal line.

Dimensional tolerances: Roll width ±1.5mm is the standard for most Chinese suppliers. If you need ±0.5mm for narrow-web converting, state it explicitly — that tightens the slitting spec and affects price.

Regulatory requirement: Food contact compliance under EU Regulation 10/2011 or FDA 21 CFR, medical device per ISO 11607-1, or ESD per ANSI/ESD S20.20. Chinese suppliers produce for both domestic and export markets simultaneously, and the documentation they have on file varies. Ask specifically for the declaration of compliance, not just a statement that the film “meets food contact requirements.”

End-use environment: Temperature range during transport and storage, UV exposure, and whether the film will be in contact with sharp or abrasive product. This one input eliminates a large number of structurally mismatched quotations before they arrive.

Decision Framework — How to Structure the Sample Request Itself #

If you are in early supplier scouting with no existing approved material, request a development sample: typically 2–3 rolls of 200–500 meters each, in your target construction. Expect 3–4 weeks lead time for a Chinese supplier to produce a custom co-extrusion or laminate trial run. This is not a stock item. Suppliers who quote 1-week lead time on a custom barrier film construction are shipping you their nearest existing grade — which may or may not match your spec.

If you already have an approved benchmark film (from a Western supplier or a previous source) and are qualifying a Chinese alternative, the sample strategy changes. Request one roll of the candidate film alongside a split-sample retained from your current approved material. Test both simultaneously on the same instrument, same day. This eliminates lab-to-lab variation from the comparison. For incoming barrier testing, we run ASTM F1927 OTR and ASTM F1249 WVTR on a minimum of 3 specimens per roll, from start, middle, and end. A single result from one location on one roll tells you almost nothing about lot consistency.

If the supplier is for a regulated application (food, pharmaceutical, medical device), add a documentation gate before physical samples even ship. Request the regulatory declaration, migration test report, and the most recent 3 COAs from production lots before committing to a sample trial. A supplier who cannot produce three consecutive COAs for an existing product line is not ready for regulated qualification, regardless of how good the first sample tests.

The negotiation geometry for barrier films from China is straightforward once you know where the costs are. Raw material (resin grade) is roughly 60–70% of film cost at commercial volumes. Slitting, winding, and logistics make up most of the rest. This means price negotiation on quantity thresholds has diminishing returns below a certain order volume — and suppliers know it. The more productive negotiation point is not unit price: it is the annual volume commitment in exchange for a locked raw material grade. Suppliers change resin suppliers. That is the single substitution event that shifts barrier performance between lots. Getting a contractual commitment to a named resin grade, or at minimum to a performance retesting obligation on resin change, is worth more than a 3% unit price reduction.

One boundary condition: this advice applies to custom co-extrusion and laminate films. For commodity mono-films (plain LDPE, standard BOPP), the cost structure is different and spot-price negotiation is more effective.

Practical Guidance for Buyers #

When sourcing barrier films or substrate laminates from China, the first document to request is not the product datasheet. Request the most recent production COA alongside the test methods used to generate it — specifically whether OTR and WVTR were tested in-house or by a third-party lab. A supplier testing barrier on their own instrument with no external calibration reference is a meaningful quality signal, not a formality.

The risk scenario to watch for: a supplier passes your initial sample approval at 25 N/15mm seal strength, then delivers production rolls that test at 17–18 N/15mm. The dimensional measurements and visual appearance are identical. What changed is the PE sealing layer resin lot, which shifted the melt index slightly. This is the substitution event described above, and a standard COA does not catch it. The qualification step to insist on before volume commitment is an incoming seal strength spot-test on the first three production lots, using your own sealing equipment at your specified parameters. Three lots, tested in-house, is the minimum gate before releasing the supplier for unmonitored production supply.

For barrier films and substrate laminates sourced from China, also cross-reference your regulatory requirements against current REACH compliance documentation — this is the step that most commonly creates delays at EU customs. Build it into the sample request stage, not the shipping stage.

What should I include in the initial inquiry to a Chinese barrier film supplier?

At minimum: target OTR and WVTR values with test conditions, nominal construction (e.g., 15µm EVOH / 12µm nylon / 80µm PE), roll dimensions, annual volume estimate, and regulatory requirement. Suppliers who receive all five respond with a real quote within 3–5 business days. Suppliers who receive only a construction spec will respond with a price that is essentially a guess.

How many sample rolls should I request, and what’s realistic lead time?

For a custom co-extrusion construction, 2–3 rolls of 300–500 meters each is a workable sample quantity — enough for incoming testing and an internal machine trial. Lead time from a Chinese supplier who has to set up a new die configuration is typically 3–5 weeks. If a supplier quotes less than 2 weeks on a novel construction, clarify whether it is a custom run or an existing grade being rebranded.

Which incoming tests should I run on received barrier film samples?

OTR per ASTM F1927 and WVTR per ASTM F1249 are non-negotiable for any barrier application. Add seal strength per ASTM F88 at your actual machine parameters, COF per ASTM D1894 if the film runs on automated equipment, and a dimensional check (thickness across the web at 5 positions, width, core ID). If the application is food or pharma, run the regulatory documentation check in parallel — do not wait for physical test results before chasing the compliance paperwork.

What’s the most common mistake that delays sample approval from Chinese suppliers?

Vague specifications at the inquiry stage. When a buyer sends a construction spec without performance targets, the supplier quotes their standard commercial grade. When test results come back out-of-spec, the buyer asks for a reformulation, and the cycle restarts — typically adding 6–8 weeks to the timeline. The delay is not the supplier’s production speed. It is the specification gap at the front end.

Do Chinese barrier film suppliers follow ISO 11607 for medical packaging?

Some do, most claim to. The distinction matters. ISO 11607-1 requires specific material characterization data, aging studies, and validated sealing processes — not just a compliant film substrate. In our audit experience across roughly 15 Chinese suppliers evaluated for medical device packaging applications between 2022 and 2024, fewer than a third had complete ISO 11607 documentation on file without a remediation gap. Request the full technical dossier, including aging data per ASTM F1980, before initiating a regulated application qualification.
