The compliance documentation gap for oil seals sourced from China is wider than most procurement teams realize. Buyers routinely request a material COA and a dimensional drawing, then discover at incoming inspection — or worse, at a regulatory audit — that neither document addresses the standard that actually governs their application. For food-processing equipment, the controlling requirement is FDA 21 CFR 177.2600, not Shore A hardness. For explosive atmosphere installations, the controlling requirement is ATEX certification with a notified body certificate number, not a generic “anti-static” claim on a product datasheet. Getting the compliance stack right before placing a volume order is the single highest-leverage action a procurement engineer can take when sourcing rotary oil seals from China.

Governing Standards: Scope, Requirements and What They Actually Test #

Oil seals for rotating shafts are governed by a layered set of dimensional, material and regulatory standards. Understanding which layer applies to your application — and which Chinese suppliers can actually document compliance — is where most sourcing decisions succeed or fail.

DIN 3760 and ISO 6194 — Dimensional and Performance Baseline

DIN 3760 (now largely superseded by ISO 6194 Parts 1–5) defines the dimensional envelope, shaft tolerance requirements, housing bore tolerances and lip geometry for radial shaft seals. ISO 6194-1 specifies dimensions and tolerances; ISO 6194-4 covers performance test methods including lip contact force, leakage rate and endurance.

The shaft surface finish requirement under ISO 6194 is Ra 0.2–0.8 µm — a parameter that Chinese suppliers frequently omit from their technical datasheets and that buyers rarely verify at incoming inspection. In our qualification program, we have seen seals that passed dimensional checks fail in service within 800 hours because the mating shaft finish was not specified in the purchase order, and the supplier assumed a wider Ra tolerance was acceptable.

  • BA (NBR, nitrile): heat resistance to 70°C, oil resistance Class A
  • CA (NBR, higher grade): heat resistance to 100°C
  • HK (FKM, fluoroelastomer): heat resistance to 200°C, oil resistance Class K

The critical procurement point: ASTM D2000 designation on a COA tells you the compound classification, not the actual test results. Always request the underlying test data — tensile strength, elongation at break, compression set — not just the designation letter. A BA compound must show compression set ≤25% after 70h/100°C per ASTM International D395 Method B. An HK compound must show compression set ≤15% after 70h/175°C under the same method. These are the numbers that predict sealing life. Shore A hardness — which is what most Chinese suppliers lead with — predicts almost nothing about long-term sealing performance.

ISO 3601 — O-Ring Dimensions (Cross-Reference for Seal Systems)

For buyers sourcing complete sealing systems that include both rotary lip seals and static O-ring elements, ISO 3601 Parts 1–4 govern O-ring dimensions, tolerances and surface finish requirements. AS568 — US Aerospace and Industrial O-Ring Standard

SAE International AS568 defines the US standard O-ring size series used in aerospace and industrial applications. When a Chinese supplier quotes “AS568 compliant,” verify that the dimensional tolerance is ±0.13 mm on cross-section for sizes up to dash-200, not the wider GB/T tolerance that some suppliers apply by default.

Food Grade and Pharmaceutical Compliance: FDA 21 CFR 177.2600 and USP Class VI #

This is the compliance area where the gap between what Chinese suppliers claim and what they can document is largest.

FDA 21 CFR 177.2600 — Rubber Articles for Repeated Use

FDA Guidelines 21 CFR 177.2600 governs rubber articles intended for repeated contact with food. For oil seals used in food-processing equipment — mixers, conveyors, pumps, filling machines — this regulation specifies which elastomers and compounding ingredients are permitted, and sets extraction limits for aqueous, acid and fatty food simulants.

The key requirement is not a certification — it is formulation compliance. The rubber compound must be formulated exclusively from ingredients listed in 21 CFR 177.2600(b) and (c). There is no FDA “approval” stamp or certificate number. What buyers must request is a formulation compliance declaration from the compounder, confirming that all ingredients are listed substances, plus extraction test results per the FDA simulant protocol.

Most procurement teams sourcing food-grade oil seals from China request a “FDA certificate.” That document does not exist in the regulatory framework. What exists is a self-declaration of formulation compliance, ideally supported by third-party extraction testing. In our supplier qualification program, fewer than 40% of Chinese suppliers presenting “FDA food grade” claims could produce a formulation compliance declaration with ingredient-level detail when we requested it.

USP Class VI — Pharmaceutical and Bioprocessing Applications

USP Class VI testing (per USP <87> and <88>) evaluates biological reactivity of elastomers in pharmaceutical contact applications. The test battery includes systemic injection, intracutaneous injection and implantation tests in animal models, with pass/fail criteria based on tissue reaction scoring. For oil seals in pharmaceutical manufacturing equipment, USP Class VI is the minimum biological safety requirement; some applications additionally require FDA Guidelines 21 CFR 177.2600 formulation compliance.

The critical sourcing point: USP Class VI certification is compound-specific and lot-sensitive. A certificate issued for one production lot does not automatically cover subsequent lots if the compounder changes raw material sources. We require three consecutive lot certificates before recommending a Chinese supplier for pharmaceutical seal applications.

NSF/ANSI 51 and 61 — Food Equipment and Drinking Water

For seals in food equipment and drinking water systems, NSF International NSF/ANSI 51 (food equipment materials) and NSF/ANSI 61 (drinking water system components) provide third-party certification that is more verifiable than FDA self-declaration. NSF certification carries a certificate number that can be verified online — which is why we recommend it over FDA self-declaration when the application permits.

ATEX Compliance for Explosive Atmosphere Applications #

ATEX is the compliance area most likely to create serious liability exposure for buyers who accept inadequate documentation.

Regulatory Framework

ATEX covers two EU directives: Directive 2014/34/EU (equipment for use in explosive atmospheres) and Directive 1999/92/EC (worker protection). For oil seals used in ATEX-rated equipment — motors, pumps, gearboxes in Zone 1 or Zone 2 environments — the seal itself must not generate ignition sources through electrostatic discharge or frictional heat.

The relevant European Standards are EN 13463-1 (non-electrical equipment for explosive atmospheres — basic method and requirements) and EN 1127-1 (explosive atmospheres — explosion prevention and protection). For seals specifically, the concern is surface temperature under friction (must remain below the T-class ignition temperature) and electrostatic charge accumulation (volume resistivity must be ≤10⁹ Ω·cm for anti-static compounds).

What Chinese Suppliers Get Wrong

Most Chinese suppliers offering “ATEX seals” provide a CE mark and a declaration of conformity. That is not ATEX certification. ATEX certification for equipment in Category 1G or 2G requires a notified body examination certificate — an EC-type examination certificate with a certificate number from an EU-recognized notified body (e.g., PTB, DEKRA, TÜV). A self-issued CE declaration without a notified body certificate number is not valid for Zone 1 or Zone 2 installation.

In our evaluation of Chinese suppliers for ATEX-rated rotary seals, we found that the majority of “ATEX certified” claims were backed only by self-declaration. Only suppliers with direct OEM relationships with European equipment manufacturers had genuine notified body certificates. This is not a minor documentation gap — installing non-certified seals in ATEX-rated equipment is a regulatory violation that can void equipment certification and create direct liability in the event of an incident.

Practical Guidance for Buyers #

When sourcing oil seals from China against a compliance requirement, the first document to request is not the dimensional drawing — it is the compound formulation declaration or ASTM D2000 designation with full test data. Most buyers ask for hardness and dimensions. The parameter that determines whether a seal will meet your regulatory requirement is compound identity: what elastomer, what grade, what compounding ingredients.

The most common sourcing mistake we see is accepting a “food grade” or “ATEX” claim on a product datasheet without requesting the underlying certification document. For FDA food contact, that means a formulation compliance declaration with ingredient-level detail. For ATEX, that means an EC-type examination certificate with a notified body certificate number — not a self-issued CE declaration. The consequence of getting this wrong is not a failed incoming inspection; it is a regulatory audit finding or, in the ATEX case, a voided equipment certification.

Before committing to volume order, require the following: (1) ASTM D2000 COA with compression set data per D395 Method B at the rated temperature; (2) for food or pharma applications, a lot-specific formulation compliance declaration or USP Class VI certificate; (3) for ATEX applications, the notified body certificate number and issuing body name, which you can verify independently.
